Sorry maybe that's too harsh of a word. Lets just say they were discouraged by the RCMP.
The problem was NEA planning to bring a new, complete rifle to market based on the AR180B. The concern was that the RCMP would declare this new rifle a variant of the AR180, thus being prohibited.
