Yes, They are ITAR controlled. Just like Firearms and Ammunition. There's a thousand threads on here discussing US & Canadian law and exporting controlled goods from the USA if you want more info.Is it illegal for a private individual in the US to sell a red dot sight to someone in Canada?

Rob, this is just an opinion- free at that so you will be sure to get your money's worth- it sounds like you are aware that you are not going to be dominating the open class with a Glock, CZ or any other DA+SA pistol, so what does it matter what you run? If you can see the dot reliably and it feels OK otherwise, just do it. IPSC tends to drive technology towards the extreme; there's plenty of room to just shoot until you know your equipment is slowing down your progress. Your shooting buddies will help with that too.
