BC has always been “centerfire” and has never been a .23 minimum caliber, so no, it’s not a recent change.This would be a recent change in the BC hunting regulations, as it use to state that big game hunting required a minimum caliber of 23 or larger (wierd, I know).
I realize that this statement is no longer in the Hunting Synopsis, which also used to have the disclaimer that read to the effect, that if it isn't printed in the Synopsis, it is still the hunter's responsibility to ensure that they knew the regulations as where a discrepancy existed, the regulations would apply.
Has the this regulation provision been repealed?

And the provision that the synopsis is not the law, is still there.
