That would be adding new classification entry on the frt. Not changing the existing one. That's what the done before.

They can't do that this case because what is being imported is identical to what was classified non-res.

If the one the lab examined was semi auto, and the ones being imported got deemed made from full auto parts and thus converted auto, they wouldn't be identical.

Hence a different frt entry.

I have emailed foreign company's before about a similar situation and they promptly awnsered. Not saying these people will but worth a try. Google translate can help get around the language barrier.
