Here is the right question. Would you pay $350 to $500 for a norinco Luger? Thats the median going price for norc's. I know I would buy one at that.
A luger is a fairly complex piece, I can't imagine them making them and making a profit.
Lugers were hand fitted when built. There is a reason why "mix-master" Lugers have reliability issues. I can imagine the Norinco ones having problems getting to the end of a single mag without Failures to feed, fire, and eject.
My guess is they probably tried making them at some point but could never make them run.

I recently picked up an original Luger with only a mismatched firing pin for $500.
