Bryan, You're laking about the Lewis system, PPC uses it.
A stage based system can work if there is enough of the proper data put in. One would assume that by having the Usual Suspects(MikeB, Wade, Alex, MikeA...) shoot the stages, that you would come up with a a proper high hit-factor. It would be a good start point but a more accurate one would be had by using shooters from all across canada. The USPSA HHF factors are not all held by the Pros.
A stage based National system is the way to go, anything else will fall like the other attempts.

Why not use the Lewis system for individual matches;

B etc., etc.

The class awards for each match are taken from the Match Winner. Note there is no Master or Grand Master, one would assume if a M or GM attended a local match they would be the Match Winner. If not, they are awarded where they placed, A, B, C or D.
Annually, all the sanctioned matches each member has shot are computed for the province and awards/recognition are distributed;

et.c etc.
This would give regular competitors a nominal classification, perhaps in addition to 'classifier' stages shot through the year, and would be used for the member to shoot another provinces provincials etc.
This nominal classification would not be used at the local level, that would be the Lewis system.
Depending on who shows up to shoot the local match, this would give lower ranked shooters in each class a chance at awards and would eliminate sandbagging. If 'Billy-Bob' B shooter takes PH's advanced shooting course ,catches fire and wins matches, everone that was below him immediately moves up, the Ms or As move down one notch for that match. This can be a humbling experience, don't ask how I know this.
I believe that would simplify scoring and awards at the local level and generate more interest, eliminate sandbagging if that is a concern, while being more fair and equitable in handing out awards.
That said, whatever system you decide upon is fine with me.
