My daughters like the Baby Eagle (and similar CZs) because of reasonably small grips and the added weight up front dampens recoil. However reaching for the trigger for a double action pull can be a bit on the long side with short fingers.
Others they like, Steyr M9-A1, Browning HP. The M&P is about the same size as the Steyr, but for some reason they prefer the Steyr. (lower axis so less muzzle flip)
Another is a Llama 1911 in 9mm, on a Commander sized frame. Quite small.
Daughter-in-Law settled for the M&P pink grip version- hey she has to shoot it not me. She has very small hands and fingers but can drive the M&P very well with the small grips.
A word of warning regarding the 1911. Make sure she tries one if you go in that direction. I have a very good friend with short fingers and unless he installs a short trigger he can't get the 1911's to run as his normal grip won't engage the grip safety. He is also a Master USPSA and IDPA shooter so it isn't a case of not knowing what he is doing.
You can order very thin grips for the CZ75/85 pistols but they still have a long reach to the trigger. The long trigger pull may prove a problem for her. That aside they are great pistols and I agree the heavier gun, if she can manage it, will soak up more of the recoil.
And the issue of limp-wristing/ammunition sensitivity/unreliable function is much more likely with a 1911 (that is untuned, or out-of-the-box), especially when in the hands of a petite person, than it would be with many of the aforementioned duty pistols.
My M&P pistols have seen a lot of different hands but they haven't jammed yet.
Another vote for the S&W M&P 9mm. My wife and I both love it. Only note is that it didn't care for CCI lead-free primers...but it always fired them the second time - no issues with any other brands.
+37183 for M&P9. I am a man of fairly short stature (5'5") and I have been quite happy with it. The glock feels like a brick in my hand, but the M&P fits quite well. I also have a CZ85 combat with the slim cz aluminum grips. The added grips reduce the gerth and make that pistol fit like a glove.
Now if I could only get my girlfriend to hold my guns let alone shoot them I would have more to contribute.
How about the FN-Browning 1922 in .380 (short 9mm... I know it's not "actual" 9mm, but ammo's about the same price)...? Bought one for my GF years ago, and she loved it. Tiny gun... for under $200
+1 on the PX4. It has a rotating barrel that reduces felt recoil as well. One of the softest shooting guns I've ever shot.
Any other gun with removable back straps would be good. So would a Glock 19 or any of the CZ pistols. I'm going to check out the new generation Glocks today. They might be an option as well.
