The dangly chains are for ammunition such as High explosive squash head (HESH) or High explosive anti tank rounds (HEAT). These rounds need good contact with armour when they explode to cause damage, the chains cause the round to explode away from the armour reducing their effectiveness.
The fences serve the same purpose, and are also effective against RPG.

I was wondering what's the deal with balls on chains on Israeli tanks...Are they are anti-RPG installation?This T-72 seems to have gone nuts with them.
