so can i get say a pre-98 chilean mauser (an antique in the US so as not to run afoul of homeland security or some other agency) shipped to a receiver on the US side, pick it up, drive to the border, declare it to canada customs, flash my PAL, pay the tax, and head home rifle in hand? no fuss no muss?

Yep: Read the (forum link below) a MR. Dantworth , antiqueguy and gunstuff have cleared it for us all . You just go down buy your Antique pistol, rifle or muzzleloader where ever they will sell you one and drive back to the border and declare it there.. Mr Dantworth has even gone so far as to talk to the LAPD about it. You don't need any paper work --"non gun" as antiqueguy says. In the case of your Mauser, I would keep it loaded , so when that sheriff in Idaho that hates foreigners with weapons and won't listen to you, "starts shooting" you will be able to return the fire.
