i wonder if that is why my new papoose is not very accurate.
its a Remy made one.

when did remy take over Marlin???
The takeover happened in 2008 IIRC, but guns made in the old factory were still on shelves for a few years after that. I think it was probably about 2010-2011 that Remington started producing the parts themselves in their Ilion plant and new guns were full on Remington built.
But they use all the same tooling Marlin used, they just cut out a lot of the labour intensive hand fitting I think, which hurt guns like the papoose and the 39, 336... All Their lever guns basically for some time, as you can't just slap those guns together. I remember there was even talk back then that Remington might discontinue the 39 because they couldn't build them properly.
