I could be wrong, but I believe there were a very limited production of sks that saw combat testing in 1944 and 1945, but regular production started in 1949.

It looks like what is going on at SIR is that they are using what the CFC are calling all of the Russian SKSs. The CFC is not differentiating between Tula or Izehvsk,nor by years. They are all being called made by Simonov,model SKS1945. They probably don't even have your gun in their hand when they call you.
