Order in Council is a great way to eliminate a firearm without confiscation. They "grandfather" an owner and pretend they're doing them a favour. Truth of the matter is it is a way to make your rifle useless and avoid seizure/reimbursement.
In 1995, most of my stuff went prohibited...GALIL, FAL, SVD, FNC, under the premise that I'd be granted SAP's every year (Special Authority to Possess) which I provided dates to the Chief Firearms Officer that I'd like to take my rifles to an
approved Range to use them.
Except in 2005 the Chief Firearms Officer STOPPED granting us these SAP's. So our valuable pricey rifles haven't seen a range since 2005.
They CAN grant you the permit to go use the rifles...eventually they just WON'T.
