No, and technically you don't need it for IPSC either, but here in Canada it is required, so if you shoot USPSA in the US...no...if you shoot USPSA at a Canadian club...yes

So when you host a USPSA match anyone can come and shoot with no holster qual?
Actually thats not a fair question, when I talked to the BOD of USPSA about holding a large Level II type match up here the one thing they stressed was that if we were to hold USPSA Matches in Canada it would have to be IPSC Canada members (or members of and other IPSC member country) only. They do not want to be, or to be seen as, a rival organization in Canada (or any other country) So since all members of IPSC Canada must have a BB to shoot and be members, that would preclude non BB qualified shooters from attending....aside from foriegn IPSC members.

You can, BUT if you read the fine print on foreign USPSA membership, you supposed to be a member of your local IPSC Affiliate.
I trust the proficiency of most anyone who's willing to travel from another country to shoot a competition here more than I trust Joe six pack who's too stingy to pay a few hundred bucks for a black badge course. It takes a lot of range time to be fast, accurate and safe in an match. Range time costs money. Joe Blow American and Sally Singapore are likely pretty regular IPSC shooters in their homelands and thus a proven commodity unless they like to waste money on a trip to a foreign country to shoot a match they are going to lose. If you are unwilling to do the simplest thing to be involved, why bother?
