Only if it's made by a manufacturer and approved for sale. You can't modify an existing rifle below the 26".

Yes, easy and no specialty tools required.

Sometimes for removal a good hair dryer or heat gun can help to warm the receiver where the barrel goes in.

When putting the new barrel in, sometimes they slide right in, if not just throw the new barrel in the freezer for a couple hours.

I disctinctly remember someone on "the other forum" modified a folding stock CSA Vz61 .22LR with a 4.5" barrel to have an as-manufactured, fixed stock and an OAL of under 26".

The RCMP deregistered his gun and declared it NR, as it no longer meets the definition of a restricted firearm.

So yes, you can modify an existing rimfire rifle (or manual action centrefire rifle, for that matter) and remain under 26".
