Well from the phone convo I had today, I think the person you spoke with may have been a bit of an air-head.
Or it could very well be the other way around, and the person I spoke with is mis-informed, but she seemed knowledgable and aware that my 28 days had passed, and that all that is left is the officer to review it.
As far as the screening process... I want their assessments to be accurate as well. But there is overkill. If someone is LEGALLY trying to aquire firearms (Take a course/test, jump through all the hoops created to aquire the licence), chances are they're not looking to do bad things.
If someone wants a gun, they will find a way. Understandable that some applications are denied, and some people lie on their forms, but in 28 days of having the application, I feel that is ample time to determine the individuals application outcome.
All of the other provinces seem to have the system in great working order. However, Ontario seems they need to throw a curve ball into it to fudge things up for the sake of being unique. I have only lived in the province for just over a year, but my hatred of it is piling up. I sincerely hope one day my spouse can overcome her need to be so close to her family and I can leave this terrible, terrible province.
