Shorten PAL Approval Times

Mine has took five weeks to appear online.
From the time according to canada post that they received my application to the time it showed up online was exactly 4 weeks.

Canada isn't a racist country an its citizens aren't discriminated because of their names. I'm talking from my own experience

None taken. In fact I work for the government, and the government I work for does discriminate. They obviously cannot publicly (or even privately) say it outright. Anyway, I'm only being singled out because my name does not match the country I was born in. I'm used to it because the Americans do it to me every time I cross the border (after 9/11). So it doesn't bother me, and besides, I've got nothing to hide.
Does this include upgrading from PAL to RPAL, i.e do I have to wait the full 28 days even though I have already been approved for a PAL? The first post in this thread suggests not but I've heard otherwise. Would be good to hear from anyone with experience upgrading from PAL to RPAL in regards to application processing times etc.
39 days from when I sent in application till it went online and credit card charged for me. Eleven days passed since that, and my references still have not been contacted yet. I have had PAL for 18 years, and just did club ATT course, a refresher PAL and RPAL with test, just prior to applying for the R upgrade. Doubt I will see mine this year. Hope that helps.
Mine just showed up online on Tuesday and when I called in they said to call in the next week and I could likely get my refs to call. So I'd call in if I were you to see if you can get your refs to call in. Mine is a first time app for PAL/RPAL.
Must be something else. I was born in Pakistan and I live in GTA. Never ever had issue at the border. Infact I only use Buffalo airport for all continental flights. Nexus card does come in handy. And I do have a long name.

My experience:
1. Mailed from BC via regular post: Oct. 14
2. Received by CFO: Oct. 21 (according to online posting)
3. Showed online: Nov. 24
4. I called today (Dec. 11), enquired whether anything else required. Name and address verified. Instructed to have one ref. call.
5. Ref. called within the hour.
6. 1/2 hour later, online status changed to licence processed and issued. PAL/R-PAL.

Again, if you were born in the middle east and have a middle eastern name...or somewhere close to it, then yeah, they may not bother you. But like I said, I was born in the middle east, my name is not middle eastern, and my facial features are not middle eastern. That's why I get asked a lot. I don't care personally. I am getting my license and that's all that matters. Now the next step is applying for my nexus.....yeeeeshhhh.
Just called the CFC regarding my RPAL, apparently "backlogged" right now, as it seems they always are 
. The 28 day wait period doesn't apply if you already have a PAL but the guy said this is irrelevant as it won't be processed by then anyways. He also said that they don't put it into the system until processing is started (4-6 weeks) which IMO kind of eliminates the point of having an online system. Would be nice if they atleast put a "received application" update or something of that nature.

- October 29, 2014 - Mailed papers via Canada Post XpressPost
- Papers delivered/signed for in Miramichi on Monday, November 3, 2014
- December 8, 2014 - Showed up online even though web portal was half mangled.
This is likely true. We need to pass federal reliability clearance at work to be able to work on some systems. Most of us had no issues. Others got the run around and needed to get fingerprinted. They confirmed it's likely due to an unfortunate circumstance of having the same name as a criminal.
