Shorten PAL Approval Times

Thanks Turbo1911. In my time spending reading posts here on CGN, the majority of cases CFP approves licenses on Tuesdays or Fridays. Maybe tomorrow they will approve yours ;)

April 23 - Call from RCMP to confirm credit card details. Said that the application is now being sent to provincial.
April 23 - Status on the web says initial is complete and that it is in progress

Hoping to receive my card soon

they said they will correct it and resend it to CFO .

I hope so!!!

I sent in a Rpal upgrade application (already have PAL) it arrived on Mar 23. Have not heard a peep or seen online. Using your timeline I should see it go live tomorrow. Its funny, with an upgrade there is no 28 day waiting period but it seems like timelines are the exact same.

I'm upgrading my pal to rpal. I took the course 2 years ago but just mailed away for it recently. So, waiting game here.
My real question begins here... My brother and I took our courses 2 years ago together, we both sent away for our pal, I got mine issued on day 28 but, to This day, he still hasn't gotten his.... 2 years! He hasn't gotten any letters saying he was denied, and when he calls, they say it's in progress. Is that possible or is he just never getting it?

I would have contacted his MP a year and a half ago and made lots of noise until it came.

2 years is a problem. Its gotten forgotten somewhere.

Hopeful yours progresses better than mine. My upgrade from PAL to RPAL has been “in progress” for 55 days (38 work days). It took 50 days from when they received it to change to “in progress”

Yesterday I called to check status. I was informed it could be another 30 days. 105 days to date and could be 134 total.

I remain polite with them when calling of course as we don’t have much say. But I am curious what the 45 day period means. Is that 45 days from receiving application, 45 days from “in progress” and is the 45 day period only work days or does that include weekends?

I know many CFOs are understaffed or under budget constraints.

All this C-71 talk and not a lot of talk to increase budgets for the CFOs doing the work. I can’t imagine the workload these guys have.

What province? Alberta is taking a long time these days. Ontario is fast on licenses but slow on transfers

Interesting. I read here all the time Alberta takes like 4-6 months for an RPal to be approved but once approved transfers are 2-3 days. In Ontario our course results go to the CFO for stamping first. What they tell you in the course is once you get the results back attach them and submit your application. But you can submit the application first and fax in the results later. This lets you spend the 4 weeks of CFO time and the 4 weeks of PAL waiting period at the same time. Other provinces you get results right away and send in but then they have to go to CFO office from Firearms Center for approval. This is why Alberta takes so long. 4 months for the CFO to approve your test.

But Ontario gets to wait 4 weeks for a transfer for every firearm

Here is my current timeline

Mar 15 - Hear about new gun control bill coming - Decide to do my RPal (Have PAL already)
Mar 16 - Book restricted safety course for April 8th
Mar 17 - Ask instructor if earlier course is available. 1 spot open tomorrow!
Mar 18 - Complete restricted Pal course (Test needs to go for stamping)
Mar 20 - Got signatures from everyone and picture taken
Mar 21 - Priority mailed application and photo to Miramichi
Mar 23 - Delivered with signature (DAY 0)
Mar 23 - Sign up for club level course
Mar 29 - Test Stamped and mailed back (date on test)
April 03 - Join restricted shooting range.
April 03 - Test arrives back from stamping (Ontario)
April 04 - Called to ask where to send in stamped test. Told application not in system. Given fax number (Day 12)
April 21/22 - Complete club level safety course
April 23 - Called again to check about faxing, told not in system should be soon call in 2 weeks if not online (Day 31)
April 25 - Shows up online, Credit Card Charged - Called and faxed/emailed in report (Day 33)

My wife submitted her applications around mid March for restricted and non restricted.
Her PAL(s) just arrived this week. A little over a month. I tried to talk her into buying the Ruger MK4 (that I wanted) but she’s seems fixated on the Beretta PX4 storm.
Guess I shouldn’t have bought her that Beratta hat and muffs.......

April 26 - Emailed that form was added. Online changed to completed initial now in progress. (Day 34)
April 27 - Called to ask if anything was needed. Told its waiting for shoto scan. (Day 35)
April 30 - Called again to ask status. Waiting for photo scan then CFO for approval (Day 38)

May 02 - Called to ask status and if interview was ready. Was told this no longer is a requirement and they would contact me if needed. Lady was extremely helpful and explained/ answered a lot of questions. Current photo scans take 7-12 days generally but can be up to 2 weeks. After that goes to CFO office of your province. Ontario has been quick but she mentioned they are getting busier (My guess has to do with clearing restricted transfers.) Sometimes that can be quick with no issues on application (few days) sometimes it can take up to 12 weeks. She recommended calling in 7 days to verify the photo scan was complete and hopefully license was issued. One interesting point she made, once the new card is approved, that old one is no longer valid. So for that time she recommended not using the old card for anything or going shooting for those days while the new card is in the mail. (Day 40)

Hoping in a few days it is done and clears CFO quick!

His application was flagged for something and the CFO needs to talk to him. He needs to call the 800 number and discuss the situation with the operator. Some operators be of zero help and just tell him to continue to wait but some will be of great help and give him direct phone numbers/extensions of higher ups that can get him somewhere. A friend of mine was in that situation and finally got licensed after over a year of waiting. PM me if you need further help/advice

sorry cant highlight like i wanted to, but the part where it says old license is revoked/not valid when new one is issued and you cant go shooting with it?, its the same license number, the very last number after the .000 will be different, but that just says how many times you`ve had a license issued, (goes up every time they re-print), so for her to say your non restricted pal is not able to be used, i find a bit odd,

i went through the same process a few years ago, and when i asked, they(multiple people including cfo person), told me yes, the card is ok to be used till the new one shows, then destroy the old one

did this change with lieberals playing around with everything?

I mailed on 23 feb
finally quebec CFO called yesterday.
He asked my reference if I push her to be my reference.. this is a tricky question. I can push someone to be my reference but in a good way , right ? if someone ask me if I can be a reference for his/her job. I usually answer NO . It is not because they are no a good person . Just i dont really want to answer any phone call .. but if my friends push me enough . I will say OK ..
just becareful guys.. dont push any of you frd to be your reference ..to be safe ..

Who knows she sounded very sure. I know the operators at the firearms program shouldn't be taken as Gospel either. Frankly, I think if you ever had issue with the old card being still valid and a new one coming I dont see it being an issue. But I always want to ask.
