Certainly isn't legal in Ontario.
On the scope issue, the cheaper or older scopes you will have to stay with low powers for brush shooting, I like the 1.5 X 4 myself.
On a visit to Bigredds, I was introduced to a Nice new Leupold 3 X 9 that I think has as much field of view as my older Leupold 1.5 X 4.
For the type of shooting you are doing, I'd look long and hard at the 308 for cartridge choice.
The guys here know I'm a lever gun guy, and if you are going to shoot out to 200 yards or a bit more, there are a few lever guns that can fill the bill. The Browning bLR, the Savage 99, The '86 Winchester, the Sako Finwolf, the 95 Winchester.
If Bolt guns are your thing, try them out. I personally hate the safety on Remingtons. Why? Because it doesn't (Unless it's changed) give the option of locking down the bolt.
I've had the rifle on a sling, and had the bolt open from rubbing on my coat, losing all the contents of the mag save one round before I noticed it.
I'd rather have a Winchester, Browning, Mauser, even a Savage.
