its a brand new gun, just took out of the box today. i did clean it, but i cant see how the extractor would be dirty.
I have 10 ruger m77 rifles from various dates..... one thing I have noticed is that they seem to put a "rust inhibitor" on them now that is not an oil, and is very sticky........ one of my most recent was an all weather in 7-08...... and it took a bit of effort to get it all off.... it tends to stick to the rifle...... and if it got into the ejector assembly, this may be the case for you.......
Not saying this is your issue, but would be worth a look for sure....... the rugers are crf, so the problem likely isn't in the extractors as that would cause FTF issues as well, but no harm in checking them.....
You can work your ejector by hand easily and feel for grit.......
