My friends company import and broker pretty much every gas bbq made in China destined for North America. As part of the contract they sign with their suppliers, they insist on disclosure on how the plant will get the raw materials for production. One plant were honest in there ability to get materials, but the totals were 25% short per month of requirement for production.
Eventually it was explained to him that he would get his product. They would ship everything as soon as it was ready, at the price quoted and of the quality they specified. Timing however, was not guaranteed, and wouldn't be by any other supplier should they bother to look.

Wal-Mart deals extensively with Chinese manufactures and I can assure you that they do not apply those same business practices with them! There are normally dozens if not hundreds of manufactures in China producing the same merchandise or have the ability to produce the same thing. This leverages the buyer no the producer. No offense to your friend but he needs to wake-up and smell the coffee!
