if canada ammo imports them they will probably sell for $1000 maybe in and around that ballpark if someone im not going to mention gets them they will be floating around $4000......

Fwiw, there is an rcmp ombudsman that can be complained to if the lab is not doing their job. You have to make a complaint against a specific individual before they will investigate. It has happened in the past and people I know were able to force them to take action/make a ruling using this avenue.

ATIP requests can also be very "motivating".

A guy named William (Bill) Etter runs the lab or am I mistaken?

He's the Senior Firearms Technologist, yes. I don't know if I'd characterize him as "running the lab" but that might just because I don't know the internal structure of the RCMP.

The Sr Firearms Tech is the person responsible for making the determination and writing a short report that "decides" what the FRT entry will show as a classification. In my experience, the Sr tech is THE bottleneck in the lab.

YMMV.

Maybe that's a name that retailers can take to the ombudsman? I'm sure those in the business are aware of who is running the lab, the question is why haven't they yet? I'd be pretty choked if, as a retailer, I had a rifle awaiting classification for years with no end in sight.

In regard to ATIP requests being a bit of a motivator, please excuse my ignorance, but how would one direct them in order to motivate?

gun looks cool, but rcmp will look at it and says its an "ak variant"..kinda dumb, but the rcmp base their decisions on visual most of the time.

Wouldn't it be nice if he could afford to retire

I'd love to get someone who has real qualifications to a reference hearing on a firearm - someone ridiculously over qualified, like Larry Vickers, that would be hilarious - and coincidentally destroy the lab's authority

Given that our holier than thou leader has said he'll let the RCMP categorize guns pretty much any way they want, without regard for reality I think it's a safe bet that the lab's strategy of foot dragging until he's in power has been successful. This is a gun that we probably won't see, unless the Chinese are willing to do something extreme, like sue the government for lost profits under a trade deal. Anyone got any connections with Norinco - they could pretty much destroy the lab and it's authority (which is sketchy at best, since it appears there are no qualifications or degrees involved in being an "RCMP firearms lab technical expert" - beyond being past retirement age, of course)

With the Trans Pacific Partnership, this might actually be possible. There was some talk about provisions like this built Into the deal.

It's actually fairly standard for international trade agreements - since the Canada-US Softwood Lumber disaster (who knew the world was watching that train wreck)

^Hey I know that guy!

1) The ombudsman route HAS been used in the past. It's been posted about here before. It's debatable if it expedited a ruling or not, the timing could have been coincidental. I have my doubts as I'm not a big believer in coincidence.

2) ATIP - go here: https://atip-aiprp.apps.gc.ca/atip/welcome.do. You pay your $5 and ask for: "All written or electronic records, including drafts, of correspondence, reports, memoranda, informal notes, briefing notes and presentations related to the firearm commonly known as ###XX and all variants of that firearm and firearms being considered for potential inclusion as a variant of a ###XX". If asked to narrow the search to department(s), indicate "The RCMP and Public Safety Canada"

Option 2 is the easiest route and creates (by far) the most amount of work for the executives that manage public servants. If something is jamming things up, they will apply a LOT of pressure on the worker bots to get it resolved before they are forced to release and embarrassing ATIP data dump, so they can deliver some "good" news along with the embarrassing stuff. "good" to them means a ruling has been made, it does not mean it's the ruling you are hoping for.

The individual being discussed is probably eligible for a full pensioned retirement already. Some people just won't let go...

Quick clarification: Public Safety isn;t accepting online ATIP applications right now. You need to apply using the paper form. The RCMP IS ONLINE and will have the most records.

PSC's process can be found here:

http://www.publicsafety.gc.ca/cnt/trnsprnc/ccss-nfrmtn-prvc/index-eng.aspx

And the form is here:

http://www.tbs-sct.gc.ca/tbsf-fsct/350-57-eng.asp

EDIT:

One important bit of info for any dealer or importer considering an ATIP:

The identity of the requestor is WITHHELD from the affected department. It's known only to the ATIP central agency to ensure ATIP applicants are never subject to reprisals.

They won't even know if you are pro-gun or anti-gun.

The sad part is, if the lab were transparent and accountable, we would not need to learn the ATIP process. So very very sad. Maybe they will soon adopt Sunny Ways?
