Fwiw, there is an rcmp ombudsman that can be complained to if the lab is not doing their job. You have to make a complaint against a specific individual before they will investigate. It has happened in the past and people I know were able to force them to take action/make a ruling using this avenue.
ATIP requests can also be very "motivating".

He's the Senior Firearms Technologist, yes. I don't know if I'd characterize him as "running the lab" but that might just because I don't know the internal structure of the RCMP.
The Sr Firearms Tech is the person responsible for making the determination and writing a short report that "decides" what the FRT entry will show as a classification. In my experience, the Sr tech is THE bottleneck in the lab.

Given that our holier than thou leader has said he'll let the RCMP categorize guns pretty much any way they want, without regard for reality I think it's a safe bet that the lab's strategy of foot dragging until he's in power has been successful. This is a gun that we probably won't see, unless the Chinese are willing to do something extreme, like sue the government for lost profits under a trade deal. Anyone got any connections with Norinco - they could pretty much destroy the lab and it's authority (which is sketchy at best, since it appears there are no qualifications or degrees involved in being an "RCMP firearms lab technical expert" - beyond being past retirement age, of course)
With the Trans Pacific Partnership, this might actually be possible. There was some talk about provisions like this built Into the deal.
Maybe that's a name that retailers can take to the ombudsman? I'm sure those in the business are aware of who is running the lab, the question is why haven't they yet? I'd be pretty choked if, as a retailer, I had a rifle awaiting classification for years with no end in sight.
In regard to ATIP requests being a bit of a motivator, please excuse my ignorance, but how would one direct them in order to motivate?

I'd love to get someone who has real qualifications to a reference hearing on a firearm - someone ridiculously over qualified, like Larry Vickers, that would be hilarious - and coincidentally destroy the lab's authority
