I can find no ref to 12956, it seems to be gone, the other two are for the full auto and the poly guns. I was interested to see if they had added yet more FRT numbers
FRT numbers which are "gone" are still in existance. They are just not available through the regular online FRT.
The way the system is being operated, for a firearm to be registered or transferred, it must be matched to a FRT number. If there is no available FRT number, the registration or transfer cannot procede.
According to the law, the OIC process is the method which can be used to prohibit a firearm. By controlling availability of FRT numbers, the RCMP can achieve the same end result without having to deal with pesky politicians, or the cumbersome formal process of an OIC. Its an administrative method of circumventing due process under the law. Whether this is being done by the RCMP under its own initiative, or with the tacit approval of the responsible Ministry remains to be seen.
