ombudsman finally got back to me and is asking a bunch of questions. bottom line is they can't do anything to speed it up but i will reply anyway. if anything they will see there is a problem in this department. maybe i should complain to my mpp, not they have done anything about the last request I made regarding privacy rights and the cfo taking full names etc. into the ammo book here in Ontario.
email to MPP got no responseQuestions:
1. Please provide your Possession and Acquisition Licence (PAL) number?
2. Please provide your full name as it appears on your PAL?
3. Please tell us how many individual transfer requests you have pending with the provincial Chief Firearms Office as of today?
4. Please provide the date(s) that you submitted each pending transfer request(s), if known?
5. Please provide the transfer order number(s) you were provided, if known?
6. Have you complained directly to the Chief Firearms Office of Ontario about delays? If so, please provide some details about the update you were given regarding the status of your pending transfer request?
7. If you have corresponded with the Chief Firearms Office of Ontario directly in writing, please forward the relevant written correspondence, if any, between you and that Office, which may assist us to better understand what issues you have escalated and the response provided?
8. In order for us to make inquiries about your complaint with government organizations, we require your consent to do so. Do you provide your consent for our Office to make inquiries with government about your complaint to us?
I also just received a reply from the Ombudsman:

I got the same email today. I submitted my complaint on the 15th, on the 19th I got my transfer notice and firearm is on the way.. Should I even bother responding to this at this point? I have no other transfers pending...
This is a super odd one.
Initiated transfer yesterday May 25
Approved today already and item is shipping out. It is a pistol.

My other ones took months!
I do apologize if this was brought up- I have a couple transfers I put through two weeks ago, was told for ON- there is a 7 week backlog due to limited resources.
Two weeks ago ? You have at least another 2 months to wait.
I’m well aware. They told me that as I was initiating transfers.
If you filed a complaint with the Ombudsman, just respond to their e-mail and give all the details! I am against people humiliating themselves with statements like "waiting patiently". WHY?
This is my suggestion to the Ombudsman: Ontario MUST update its legislation or regulations with FIRM time frames:
"The staff at the Orillia office of the CFO are civilians! They are not RCMP staff. They work from home and they probably have the same issues as everyone else: children around them, poor internet connection or VPN that drops, etc. However, it is NOT acceptable to have a backlog of 75,000 transfers!! This situation is unique to Ontario. All other provinces have reasonable transfer times (2 to5 days in BC).
It is obvious that there is a lack of maximum transfer time period in the legislation, and this must be addressed ASAP, at the Ombudsman initiative, by the Legislature. Just enforce a maximum allowable transfer time, so that the CFO hires or sub-contract the activity of issuing transfers and if NOT respected, then allow stores to simply ship the restricted firearms to their owners when the period expired. In the US, the stores are asking for a background check from the FBI and if no response comes in 3 business days, they simply give the gun the the buyer. If a person buys 3 guns in different stores, there are 3 background checks. Here, in Canada, the process is much easier because ONLY people holding a license can buy a restricted firearm. If RCMP does its job (and they do it fast!), then the issuance of the provincial transfer should be legally enforced to last let's say 14 business days. If no transfer paper is issued, the seller is released of any obligation and he ships (gives) the gun to the buyer. The verification was already performed by the RCMP.
With current waiting periods in Ontario of 8 to 12 weeks, each gun store has now transformed in warehouse holding all the guns sold in the last 3 months, but waiting that piece of paper. There are major security risks coming with this."
