Because people won’t be phoning in to do private to private transfers. Should mean they have more time to work on approving transfers.

Private transfers go to CFP not CFO, they only go to CFO after both parties call CFP.

I would try emailing the CFO if I were in your position. Higher ref #s have already been approved.
They do instant approvals of skipped numbers.

It seems the private transfer numbers are about 3-5k behind the business ones, I would say he will get it within the next few days.
