well, as long as we've been shipping the XCRs to Canada the department has required a muzzle brake be put on them. It was only the last shipment (or maybe the last two?) that they made us permanently attach them on. If you're worried yours might be, look for a weld mark on the bottom of your muzzle brake. It might be very slight - but you should still be able to tell.
Can't just tell by the serial #. The old style requires you adjust it with a tool. The new one is hand-adjustable (note to all: Don't try to turn the dial with your fingers after dumping 500 rounds through the rifle)

It's not a "necessary" upgrade. It's more convenient and that's why people like them.
