I dont disagree. spend some of that money on a new computer instead of the 10yr old one that you're running windows XP and IE 6 on.
Someone who understands coding knows its impossible to create a non-basic website that will function perfectly across all browsers and all generations (IE 6,7,8 etc.) therefore a web-developer or business is forced to focus on the largest percentage (most commonly used) browsers and code for them. Internet Explorer is estimated to be as low as 13% use across all platforms (mobile/desktop). Thats ALL versions of internet explorer, not just the new version which is the only still supported version. Businesses use statistics to focus their efforts on target markets. It is a waste of time and money to do otherwise.
