The ring set-up is vomitous... overhanging ejection port by a quarter inch, when you still have a quarter inch of tube to work with???

As per the location of the front ring. I agree with your observations. The std weaver base for the 700 puts the ring too far forward so the scope won't fit between the rings. I am going to use that extension #40A base until I find something better.

You habe enough scope tube to work with.... just remove the front base, cut off a 1/4", file it, paint it... reinstall with the ring moved a 1/4" forward.
Kinda got the scope/bases/rings issue sorted out and rid myself of the extension front base using a Bushnell Scopechief VI 4x. All fits together well and weight is down to 7lb 2oz as shown.

Yeah... it makes perfect sense to put a Scopechief on that rifle... I believe you have arrived...
