I agree that its a first check to make sure they aren't totally unsafe, and have no hope of developing the coordination to eventually be safe.
But people get through who probably should have been told to try again.
No system is perfect.
Passing all the exercises is still not a given that they have successfully completed the BB course, it is still up to the instructor, if there is any reason he is not 100% satisfied that they can compete without being a danger to themselves or others then they should not receive a pass. Period.
