I'm no huge Mosin expert, but unissued does not mean brand new. These guns have been sitting in some soviet era arsenal for 70+ years, they are going to need refurbishment in order to be viable on the surplus market.
Un-issued/never issued means brand new from the factory, not arsenal refurbished. All numbers matching and no tampering or poor repairs. These guns have been poorly repaired, proof marks on mine is tampered with, and are in no way remotely close to what was described. There are Chinese SKS that are factory new that have been sitting in Cosmo for years, as well as Russian and yugo SKS. It's possible to get one that's unmolested but very rare.
