Best quality and accurate bolt?

H-S Precision rifles.

Guaranteed a true 1/2 inch MOA, I have two and they do better than that.

I'm not aware that Weatherby offers a half inch minute of angle guarantee.
There are very few rifle manufacturers that do.
Are you looking for a hunting rifle, or a target rifle?

Weatherby offers a sub moa guarantee. I agree it’s not .5 moa. My question is in terms of manufacturing design and quality craftsmanship. Regardless of it’s intended purpose I’m interested in the most accurate and quality rifle. This is why I don’t expect to see Tikka for example in this discussion as it is accurate but not the best design.

Well under your budget but the Model 70’s are an excellent rifle and I’ve been hard pressed NOT to achieve MOA with any I’ve owned. That’s plenty for any hunting I do!

I don't want to be a jerk, but I think you missed the point of the Original Poster.

The Model 70's are fine rifles, but not the best quality and most accurate available under $3500.

I am wondering what the best quality and accurate bolt rifle is under $3500?

I would look at a Fierce Fury or Rival, they generally start just over $3,000 and come with a .5 MOA guarantee at 100 yards. The Carbon Rival starts in the mid-$3,500 range, so if you are comfortable rounding down $49 then that would be my pick.
