I can certainly understand why you'd institute such a policy as a result. But as mentioned it is going to put off a LOT of people. Instead I like your idea of allowing inspection over at a special place where the teller can be in close proximity to an "unknown" customer during such an inspection and react suitably to such idiocy. Having an "inspection area" would also contain the amount of random muzzle waving that is oterwise so prevalent in crowded stores. A rather large sign could be posted at this inspection area with something simple that grabs the eye like "NO HANDLING OF AMMO IN THIS AREA FOR ANY REASON"
