The whole thing with the four digit serial number causing concern is nothing but a bureaucratic stall tactic. They say that there aren't 'enough' digits and it gets flagged. So the reasonable person's question then is,'none of these firearms were manufactured in Canada, they were all imported correct?
The answer will obviously be 'yes'.
'Then if they were imported, they would have had to been inspected by Canadian Border Services, serial numbers visually verified, allowed to enter Canada and go to the importer/dealer who would then again visually verify the serial number and the CFC would then receive a Verification record of each and every one and a FRC number would have been assigned correct? Again the answer will be 'yes'
'So if these have already been inspected by CBS and verified and entered into the CFC database, why is there an issue, and why do they require a second verification, is the initial verifier not qualified?'
Usually, in BC anyway, the answer is, 'you're right, but that's the way it is.'
And this is just one reason the CFO's authorities has to be severely re-worked and reduced in their ability to operate 'above the law', none of this 'open to interpretation' b.s.
