Caramel, the Norinco .45 you are considering will also benefit from some smoothing out of the sharp edges.......
I'd like to think that for a grand a gun will be good to go out of the box but these guns are not really 1000 dollar guns from the factory and it's not like you would have a hard time buying an american gun in the $700 dollar range that has some minor issues out of the box.
I for one would rather fix something minor myself then return a gun or send it off for warranty work that could take months for a 15 minute job.
