Usually agree with your advice but not on this occasion l. There is a lot more to an accurate semi 22 than just the barrel. You know this as well as any that have built accurate 10/22 platform guns. Slapping a high quality barrel will give you a better gun that will be more accurate but it’s still a poor quality gun at best with a good barrel. The only good thing is the design, barrel(cuz it’s not Ruger) and magazine! You need a pinned firing pin with a polished action rod and a quality trigger.These are the the minimums and we are not talking about stocks,bedding,triggers or bolt torques. It’s a much larger picture than a McGowan barrel. That’s a good start however, but just the first step!!
With any precision rifle, it is a package set up. As I have shown with my rifle and others, barrel-bedding-ammo are the trifactor that is the key to success or not. Obviously, a rifle with faulty extractors, broken firing pins, damaged recoil springs aren't going to work... but then I have to assume that is a given in any set up.
So if you have a 10/22 that is functioning properly and reliable in feeding and firing, then accuracy is greatly improved with the right spec barrel in a properly fit stock. I have seen a number of rifles where the action was not properly supported in the stock.. and that isn't going to lead to accuracy no matter the parts.
A nice clean breaking trigger is a joy to use and helps with accuracy but you can do very good work with the factory trigger if you had to.

Just assembled 2 more 10/22s for team mates... used off the rack factory 10/22s of recent manufacture (around 4 to 5 yrs old) that feed and functioned properly (extractors had to be changed in both rifles)... set them up as I have described and they are shooting very well. Except for the barrel and extractor, the rest of the barreled action is factory Ruger... triggers have both received TLC but use original parts.

PS, my 10/22 is one of my first rifles purchased so several decades old... again, extractor was improved (might even be the 2nd one as I have shot this rifle a metric ton) but the rest is factory Ruger (definitely changed recoil spring but can't remember when now). Trigger has received TLC but uses original parts in an Alum housing (why plastic... GRRRRR).
Working just fine....
