there has to be more reasons....a lot of police forces will give the small handed officers smaller grips, and if thats not small enough, they get entirely different guns....the m&p comes with decent grip choice....even the smallest hands can handle that gun...it is great as a holster carry weapon....its simply built for that purpose...im surprised that m&p did not get the contract....smith and wesson have a lot of experience with law enforcement firearms...afterall they issued the venerable 4046...it featured all the features of the glock, but added a full stainless steel frame and the additional safety of a drop magazine shot stop (dont know the technical term)
What model H&K was tested? P2000? I have a H&K .45 and love it...except for the mag release, that should be in a better place.
I would say the Glock is the most over rated pistol with the biggest unexplainable following. I had a new G34 and my M&P was like a Cadillac compared to that.
Everyone has a different opinion of what fits them right. Some people are Ford men and some are Chev men.
I have never shot a CZ but I must wonder why I have never heard of a NA police dept using them.
My tinfoil hat is still telling me CBSA and the RCMP wanted and FULLY expected the M&P to pass the test. When it failed I think they were stuck with the PX4 by default. I think when that mag popped out of the M&P a few chins hit the floor and said "oh f#ck!".

LAPD uses the Px4 also...so do some other US forces.
Px4 is still better than the running shoes and maglite they had before.
The RCMP use a pistol that has a 5" barrel, much like most pistols used in police forces....However the RCMP course of fire is 25m, not really designed for a compact pistol...
