The 404 Jeffery fires a 400gr .423" bullet at ~2150 fps. Seem to recall Ruger did a run of No.1 Tropical rifles in 404 Jeffery a number of years ago. A very cool and effective round but maybe some challenges in finding brass and bullets for it.

Moose are very susceptible to shredded lungs, whether accomplished with 3000 or 300 ft lbs of energy. Lots of our huge AK-Yukon bulls are still done in every year with 30-30s and 303s.
And, some are lost every year with poor shooting using 300, 338 and bigger magnums.
Shot placement, not energy, is what you need to be concerned about.

I took a Win M70 375H&H and used it as a donor rifle to build mine.
The 'smith would have to do quite a bit of work with the 300WSM. 300 RUM would be better since it's based on the 404J case. The 375H&H is a more logical choice as the barrel channel will need minimal if any modification, boltface is the right size. Feedramp will need a bit of work, and magazine length is perfect. My total cost was $2450 which included the purchase of the donor rifle.I hear the M70 in 300 WSM is also a good place to start...
