The not removable without tools part is that similar to dlask and the short barreled GSG’s?
Dlask required that the stock be attached using the Chicago style screws instead of the HK Push Pins as then it couldn’t be easily fired when less than 660mm by just pushing out a single pin and removing the stock?
Precisely, A spin-on fake suppressor will not count, as you can just remove it anytime and it would be a prohibited, however a torqued on muzzle device cant just be removed without tools, or in this case (spun back on to make it legal before a cop/range officer inspects it, etc.
It is important to note that the length is for the smallest condition it can fire in after being built.

folding stock 10/22 is 26" or more in the folded condition. But removing it out of the stock altogether would not apply as its not in (normal usable condition, and the stock or chassis is normally installed for proper use.

That would fall under the definitions on the firearms website, note the text in red. as for restricted, the adaptation is important, a non telescoping firearm
designed smaller than 26" is still legal.

Now were you to change to stock on the Mare's leg to a a aftermarket stock, that would fall under 26" by adaptation and make it restrcited, replacing it with a factory original stock would be okay.
Its the same dumb logic as how I cannot cut my pump shotgun barrel under 18.5", but I can buy an aftermarket 12" barrel that still keeps it over 26" and thus non restricted.

- less than 660 mm in length
- 660 mm or greater in length and has a barrel less than 457 mm in length
- Automatic firearms, whether or not altered to discharge only one projectile with one pressure of the trigger
- A firearm that is not a handgun and that
- discharges centre-fire ammunition in a semi-automatic manner;
- was originally designed with a detachable cartridge magazine with a capacity of six cartridges or more; and
