The Zigzag guy is modeled after a Zouave soldier who's pipe was destroyed in the battle of Sevastopol , he tore some paper off of his gunpowder packet and spun one up.

Back to puttees, the main reason for the difference in direction, infantry start at ankle and tie at knee, cavalry (and mounted artillery) started at knee and tied at ankle, is because if you are riding a horse and tie the puttee at the knee the action of your knee against the saddle quickly unties it. If tied at the ankle the tie is safely out of the way.
 
.... or likely due to the 'shingling' of the wrap from top to bottom. There would be less rucking action wrapped that way.

Wrap tape around the handle of a shovel the wrong way to get the point.
