Recommended non standard hunting cartridge??

Would say 35 whelen

More versatile than the 9.3x62 for 300 yards.

The 9.3 lack a lighter bullet like a 225 gr for extended range. The offering for the 35 is more flexible.
 
Another vote for 338-06. Take a closer look and that fits all the criteria. awesome and overlooked performance.

The best of best after my 25 years of experience with the firearms for sport long range shooting and any Hunting in America it's still the venerable 308 Win and if your prefer the trouble and more headhache go with a Wildcat caliber with a similar ballistic to 308 win
 
6.5 Creedmoor Low cost and very effective ballistic very similar to 300 Win Mag but with a 6.5 mm lower weight bullet with less energy to the terminal ballistic

Not sure if it fits all your criteria (This one: Not requiring extensive brass forming from a parent cartridge other than necking up/down for example) might be problematic but the round is pure Canadiana and cool as ####.

There are 220 gr bullets available for 9.3 - the excellent Lapua 220gr. CEX Naturalis LR - available in Canada by Hirsch Precision (even though a little bit pricey for my liking)...
