Tod Bartell has both the CTR and GSR, maybe he'll chime in on his prefrences. All I can say is "EE". One just sold for $750, two more on there for $1050 and $995, walnut or laminate take your pick. Love my GSR but would not pay $1400 for one. Mine came from the EE as well for under 900.
Lots of gsr in ee for sale. Prices of everything has went up, a m77 was a 699 rifle back then.
Ruger GSR has better magazine options than the Tikka CTR. Steel 5 or 10 rnd, Polymer 3, 5, 10rnd, and Magpul 6rnd mags.
Ruger m77 a more robust action than a Tikka. This I think important for a Scout concept rifle, where the rifle could be used in extreme weather, little to no maintenance
Ruger GSR has great irons. CTR has no sights
CTR more accurate, GSR is plenty accurate though for most shooting you'd do with a Scout rifle.
Look for a used Scout if prices scare you. Rugers in general are very expensive lately
