That's a short-stroking problem. Bolt doesn't cycle enough to reach the rear of the magazine. Not enough gas or too much friction. Heavier bullets could help.
On a new rifle it can be good to cycle it by hand a hundred times to debur and smoothen the action. Make sure there's no grease in the action and lube with a bit of light oil.
Changing the buffer and spring may change the cycling for the better or worse. A little break-in period is what it needs most.
After 2-300 rounds it should run fine. Otherwise you could consider an adjustable gas block or lighter buffer/BCG.

I'm not an expert but I believe this can destroy your gun and face. If the shorter buffer doesn't bottom your bolt carrier will be stopped by the gas key in the charging handle.

It was cleaned and lubed thoroughly before I went to the range. The ammo I used was 20 rounds of American Eagle 150gr FMJ and 50 rounds of reloads, also 150gr FMJ with various charges of IMR 4064.
Ninja did a good review of his troy and it shot best with 150fmj federal ammo if I recall right on the particular day

I have about 20 rounds through mine. Started with Federal Tactical 165g. It would go bang every time and ejected every casing but the bolt would not pick up the next round to chamber. This was with both the factory mag and a xcr mag. I had to cycle the action between each shot. Also it was deforming the soft point as some other people noted when chambering. It would flatten them out. Switched to Federal sierra match 168g bthp and the fail to chamber improved to about 50/50 and then I had three successful in a row before I stopped. Maybe it needs to break in? Since then I have changed the stock to a A2 fixed which needed a new buffer and spring so I will see if that changes things.
Most ammo and mags I have tried have worked well. Today I tried some federal tactical 175gr. It would fail to feed then I noticed it was punching holes I. The primers and I also saw primers pop out. Which is weird as everything else cycled fine and grouped well. ..
