Seems like you’re confusing getting an email for a transfer confirmation wth getting an email with the registration which they’ve never done, not that they couldn’t do that.

I always thought Ontario required a club membership. Regardless, the CFOs for provinces where it IS required can simply skim through the transfers and take only those who listed a club under the reason for ownership. It's a bit of wasted time filtering transfers, but it's better than those CFOs doing nothing.

Provinces regularly share resources. Forest Fire fighting is one for sure that share resources. Police do the same. Home province continues to pay base salary, receiver pays overtime and incidentals.CFO offices are provincially funded, they won't work for other provinces for free.
Using that analogy... Licensed owners must also be responsible for 11 out of 13 C-21 changes being focused on law abiding owners?
