Update On Ontario Restricted Transfer Times

I always assumed we cannot take it to the range until our reg. certs come in but sounds like we actually can before last Saturday. Anyway, this rule is just another dumb rule of many.

It's not a rule, it's just a bureaucrat blowing hot air, power tripping on you.

No you cannot go to the range before getting the reg cert. This have been in the book for a long time. When ypu show up at the range ypu need to have your pal and reg cert for the guns you have with you.

By the book, you also have to have your PAL and reg cert when picking up your new gun. You also have to have your PAL and reg cert while you are at home with your gun. That's what the book says.

Jesus Christ man, it's written right on the transfer notification;

"This is to inform you that your application to register the following firearm(s) has been processed. You may take possession of them now. Your new registration certificate(s) will be sent to you in a separate envelope."

Did the transfer notification pass three readings in the House and Senate, then receive royal assent? No? Then it's not law.

Seizure on failure to produce authorization

117.03 (1) Despite section 117.02, a peace officer who finds

(a) a person in possession of a prohibited firearm, a restricted firearm or a non-restricted firearm who fails, on demand, to produce, for inspection by the peace officer, an authorization or a licence under which the person may lawfully possess the firearm and, in the case of a prohibited firearm or a restricted firearm, a registration certificate for it, or

(b) a person in possession of a prohibited weapon, a restricted weapon, a prohibited device or any prohibited ammunition who fails, on demand, to produce, for inspection by the peace officer, an authorization or a licence under which the person may lawfully possess it,

may seize the firearm, prohibited weapon, restricted weapon, prohibited device or prohibited ammunition unless its possession by the person in the circumstances in which it is found is authorized by any provision of this Part, or the person is under the direct and immediate supervision of another person who may lawfully possess it.

Here is what the transfer notice says.
CFO Ontario is aligning with the practice of other CFOs regarding Transfer Notices. Effective Immediately Transfer Notifications’ purpose is to take possession of a newly acquired firearm after the transfer is completed, and does not serve as a temporary registration certificate. Subsequent movement of the firearm can only occur after receipt of the registration certificate.***

This means you can pick up your gun (parcel) from the post office, or you can go to the store and pick up your registered firearm and return to your registered residence with the firearm. It states you can not do anything further with the firearm until you receive your reg cert. key word being ‘subsequent’,
subsequent- coming after something in time; following.

Hopefully they smash through 597-599 and get to the 600’s soon. Went to the range yesterday and fired off 4 boxes in the snow and cold waiting for more transfers.

By your logic, the regulatory change in August that stopped the importation of new handguns nation wide isn't valid either because it wasn't passed through the House and didn't receive Royal Assent.

Give that a spin because it's not 'in the book' and let us know how you make out.
 
Received my registration cert now just waiting for the license to change to from .0001 to something else but cfo sent me this which I assum means I'm good to go

have confirmed these conditions are attached to your PAL.

These conditions authorize the transport of restricted and/or prohibited firearms registered to the licence holder within their province of residence by a route that, in all circumstances, is reasonably direct for the specific indicated purposes.



Transport of restricted firearms and/or prohibited handguns (12(6.1)) possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 of the Firearms Act.
Transport of a newly acquired restricted firearms and/or prohibited firearms from the place the acquisition to licence holder’s dwelling house or other place authorized by the chief firearms officer.
