i know this has been discussed in previous posts,so forgive me. i am still confusedi get an IIC.....now once i have this[IIC] i place an order for ammo from a dealer in the USA, or vise versa. this guy in the States already has an export permit. i pay him,and he can now ship to me directly, or am i wrong here? do i need to have it shipped from the dealer in the USA to someone here in Canada a dealer as well with an import/export permit, and do i need a broker? i have heard that you can avoid using a broker.
unless you can answer my question please keep opinions to yourself. thank you. i have read stickies till blue in the face,regardless i still want to hear from those who have done this.

You quote the IIC as though ammunition was a gun part. Ammunition is not a gun part, it's ammunition. Ammunition, in Canada, is regulated as explosives.
If you want to import ammunition into Canada legally, start with the stickies, in Legalese, like sunray told you, and then move to the Natural Resources Canada Explosives Safety and Security Branch website.

Canadian criminals buy their ammo in the states, because of the ease of purchase knowing that the only risk that they face is a random spotcheck at the border. I think that is a problem. Don't you?

on certain items there is an opportunity to save money at times half of what it costs here

Canadian citizens must obey U.S. federal and state laws for purchasing ammunition in the United States. For more information, refer to the ATF Brochure on Non-Immigrant Aliens Purchasing Firearms and Ammunition in the United States (PDF, 75 kb).
For personal use, Canadian residents can import 5000 rounds. An Explosives Import Permit must be obtained to import larger quantities.

Importation Permits
Listed below are the three main types of Importation Permits available through ERD:
Type A (Annual) Import Permit
This type of Importation Permit is valid for unlimited shipments during a 12-month period; however, the quantity is restricted to the storage and licence capacity of the importer, or as allowed by the permit. Annual Import Permits can be amended after they have been issued.
With the exception of automotive explosives, and subject to a maximum fee of $1,300, $160 plus $20 for each 1 000 kg NEQ imported, the fee is calculated
* on the basis of the estimated maximum quantity of explosives to be imported during the year, for an initial application; and
* on the basis of the quantity imported during the most recent year, for any subsequent application.
Type G (General) Import Permit
The General Importation Permit is valid for a single importation during a 12-month period. The quantity is restricted to the storage and licence capacity of the importer, or as allowed by the permit. Once a general permit has been issued, no amendments will be allowed.
Subject to a fee of $160.
Application for an import permit
Please find below the link to Form 13 (PDF, 127 kb) (Application for Import Permit) to be used for import permit applications from the ERD. For annual permit holders, please submit an Importers Information Report – Form 16 on line after each shipment or in a bulk transmittal at the end of each month or at then end of each year. The Form 13 is available below in PDF format and paper copies can also be obtained by contacting the ERD. The ERD has modified the forms in format, design and content for ease of completion. Please ensure that the form is completed accurately and in a timely manner. Import permit applications and renewal applications will not be processed until the forms have been received.
