I'm not entirely surprised that they came to this determination given that the only difference between the handgun and rifle version appears to be a pinned stock.
What about Browning Buckmark 22LR rifle ?A different rifle receiver would address the issue. Would the US manufacturer would be prepared to go to this length for the limited Canadian market?
This is why some revolving carbines are non-restricted while others were classified as restricted. Different receivers for N-R.

My guess is the RCMP would claim that the 10/22 was manufactured first and therefore the Charger is a variant of the rifle. Anyway, Browning used a purpose built receiver for the carbine.
With respect to the rifle featured in this thread, I assume the receiver is the cylindrical bolt action unit, and not the grip frame. Rifle or pistol version uses the same receiver, with a different grip unit.

Is the 12" model not still non-restricted? The Stowaway rifle should be longer in both barrel length and O.A.L. than that Mares Leg model. Not that it matters for this discussion, but it's also not even a repeater.The 9" Mares Leg is restricted. Is it classed as a handgun?
