This is the key, the Mark V is *capable of* firing cartridges greater than 10kj, the cartridges/chamberings themselves are not mentioned in the list - just the models of the rifle. The rifles are being banned by name.

But it's not banned unless it exceeds that muzzle energy. The only weatherby chambering that meets the criteria is the 460 Weatherby Mag.
My take is it's only capable if it's chambered in a cartridge that meets the criteria.
